
Dr. Amita Pradhan is a respected academic and researcher in public health, biostatistics, and community medicine. A Professor at Peoples Dental College and Hospital, she also chairs the Institutional Review Committee. With a PhD in Statistics focused on child and maternal nutrition, Dr. Pradhan has over 20 years of teaching experience at institutions like KIST and Kathmandu Medical College. She has consulted for the Nepal Health Research Council and Nick Simons Institute, contributing to national surveys on non-communicable diseases. Her research spans maternal health, oral cancer, and women’s health policy, shaping public health research in Nepal. Dr. Pradhan also leads workshops in biostatistics and research methodology.

Mr. Anil Thapa, a public health expert with over 30 years of experience, holds an M.Sc. in Statistics and an MPH, and was awarded the “Chancellor Gold Medal” by Tribhuvan University. He has led key public health initiatives, including Nepal’s first National Tuberculosis Prevalence Survey and managing health data systems, including during COVID-19. As a Director at the National Tuberculosis Center and Senior Demographer at the Ministry of Health, he has made significant contributions. Mr. Thapa also teaches advanced biostatistics and has gained global expertise through his work in Japan, Australia, India, and Bangladesh.

Dr. Arjun Kumar Thapa is a distinguished Health Economist with a PhD in Economics from Mewar University, India, and an MA in Economics from Tribhuvan University, Nepal. He teaches health economics and related courses at Pokhara University. With over a decade of experience, Dr. Thapa has made significant contributions to health financing, universal health coverage, and policy analysis in Nepal. He has collaborated with WHO, UNICEF, UNFPA, and ODI, and played key roles in projects such as the “Human Resource for Health Master Plan 2017–2030” and evaluating Nepal’s Free Health Care Scheme. As a steering committee member of the Nepal Health Economics Association, Dr. Thapa is active in policy advocacy and health insurance programs. His extensive publications and consulting work highlight his commitment to advancing health outcomes in Nepal.

Dr. Bhim Singh Tinkari is a seasoned public health expert with over 32 years of experience in Nepal’s health sector. He holds a Master’s in Public Health from Mahidol University, Thailand, and a Bachelor of Medicine and Surgery from VSS Medical College, India. As Chief Specialist at the Ministry of Health and Population (2021-2022), he led national health strategies and policy development.
His leadership roles include Director of the Management Division and the Family Welfare Division, where he strengthened maternal and child health services and managed COVID vaccine logistics. Dr. Tinkari’s expertise covers public health management, procurement, and emergency logistics, earning him honors like the “Gorkha Dakshin Bahu” and the Best Performer Civil Service Award.

Bodh Kumar Khanal is Education Expert of Health Education Agriculture and Logistics Group. He holds Master Degree in Education His recent position with Deputy Director for National Centre for Educational Development (NCED), Ministry of Education. He involved in developing yearly program in NCED, ETCs, monitoring Plans, Educational Administration and supervision, Training for Primary and Lower Secondary Teacher, Development of Self Learning Materials, Radio Scripts Development, Report Writing, Radio Program Production, Anchor in Radio Program, monitoring and follow up of Distance Mode Teacher Training. (Including six year experience in Distance Education Centre)

Dr. Jagat Narain Giri is a public health expert with over 40 years of experience in immunization and disease prevention. He has worked with WHO and USAID in Papua New Guinea and Pakistan, playing a key role in the COVID-19 vaccine rollout and routine immunization as a WHO consultant from November 2021 to May 2022. Previously, he managed vaccine cold chains and supported Polio and Measles campaigns. As WHO’s Immunization Coordinator in Nepal (2001-2018), Dr. Giri enhanced immunization programs and disease surveillance, collaborating with Rotary and Lions Clubs. With a Master of Public Health, he has held various clinical and public health roles in Nepal since the 1980s and remains a dedicated advocate for global health.

Mr. Krishna Bahadur Chand, a public health expert with over 40 years of experience, has held key roles in Nepal’s healthcare system, including Chief of the National Immunization Program and Program Manager at the Child Health Division. His expertise in health program management, policy development, and immunization logistics has been instrumental in improving health outcomes. He has also worked with WHO and UNFPA, monitoring immunization campaigns in Timor-Leste, Bangladesh, India, and Myanmar, showcasing his commitment to global health.

Dr. Padam Bahadur Chand is Health System Advisor of Health Education Agriculture and Logistics Group. He holds MBBS and MPH degree. He has served almost 35 years with Ministry of Health and Population in different capacities. His recent position with Ministry of Health Population was Policy and System Strengthening Advisor. He has been working as a Policy and System Strengthening consultant (as needed) with WHO/Nepal to review government health policy related to universal health coverage and health insurance in the federal. He has published almost one dozen publication related to health policy and system strengthening. He was alternative member of Executive board of WHO in 23015-2016, member of high-level health policy and re-structuring coordination committee of Nepal in 2016-2017 and high-level federalism implementation and health policy formulation committee in 2017-2018.

Mr. Parashu Ram Shrestha is a seasoned public health professional from Nepal with decades of experience. He holds an MPH from Tribhuvan University, specializing in Epidemiology, Biostatistics, and Health System Management. Mr. Shrestha has served as Chief Public Health Administrator at the Ministry of Health and Population and has been involved in child health initiatives with UNICEF and WaterAid. His career highlights include roles as CB IMNCI Chief and Director of the Far West Regional Directorate, along with advanced training from CDC Atlanta. An accomplished researcher, Shrestha has published studies on neonatal care and HIV/AIDS awareness and contributed to national health guidelines. He has been recognized with the Best Public Health Award (2017) and has led the Nepal Public Health Students’ Society and the Nepal Public Health Association.

Mr. Ramesh Prasad Adhikary, a distinguished public health professional with over 25 years of experience, holds an MPH from Tribhuvan University and another in Bio-security from Massey University, New Zealand. He has led as Chief Public Health Administrator and Director at the Public Health Directorate, managing primary healthcare, policy implementation, and quality assurance. His work in nutrition, particularly in infant and child nutrition has been pivotal in policy framing in Nepal. He has represented Nepal at global health workshops, showcasing his dedication to improving healthcare in Nepal.

Bilas Upadhyay is a dynamic leader with significant contributions to both social and professional fields. As President of the Dallas Health Lions Club and Vice President of the Dallas Health Foundation, he has advanced community health efforts. He has also served as Vice President of the Nepalese Society of Texas and President of the Health Education Agriculture and Logistics Group USA. Professionally, he is the CEO of his CPA firm and a Trust Tax Officer at Bank of America. He is a Certified Professional Accountant (CPA) and holds an MBA from Our Lady of the Lake, Texas, and has extensive expertise in tax law and auditing.

Mr. Thala Raj Panta is a visionary leader with a strong background in engineering and technology. As the Founding Director and Vice President of the organization, Pant brings a wealth of expertise and innovation. He holds a Diploma in Engineering and Technology from Nepal and has earned multiple certifications in the U.S. in fields like Engineering, Surveying, Map Science, and EPA Technology. He is also a Certified MPO professional in Dallas. Mr. Pant owns a successful design-build company in Texas, specializing in engineering and construction. His leadership ensures the organization’s sustainable growth and impact.

Dr. Vishnu Maya Upadhyay is a dedicated healthcare leader and advocate for underserved communities. As President of the Dallas Health Foundation and Mobile Medical Care Unit, she has led impactful health initiatives. She served as Vice President of the Nepalese Society of Texas and is the current Women Coordinator for the Association of Nepalis in America.
A triple-certified Advanced Nurse Practitioner with over 20 years of experience, Dr. Upadhyay is also the CEO of a Primary and Behavioral Health Clinic in Texas. Her exceptional work has earned her multiple awards, including the Best Nurse Practitioner Award from North Texas Nurse Practitioners. Her commitment to healthcare and women’s empowerment continues to inspire.

With over 17 years in health logistics, Mr. Bikalpa Upadhyay specializes in designing and managing health supply chains. He has a strong record with USAID-funded projects, utilizing Logistics Management Information Systems (LMIS) to ensure essential health supplies reach those in need. Holding a Master’s in Management Information Systems from the USA and an MA in Economics from Nepal, he now works with Health Education Agriculture and Logistics Group as a freelance. His previous role as Logistics Management Senior Advisor with USAID’s H4L Logistics Contract involved technical support in procurement, warehousing, and distribution for Nepal’s Ministry of Health. His expertise in LMIS data, capacity building, and curriculum development enhances health logistics impact in Nepal.

Mr. Krishna Bilash Poudel is a seasoned expert in auctioning and supply chain management with over 30 years of experience in optimizing procurement, logistics, and distribution. With a background in Law and Operations Management, he combines analytical precision with proactive leadership, using data-driven strategies to manage risks and drive sustainable growth.
Throughout his career, Mr. Poudel has played a key role in managing multi-million-rupee auctions for Nepal’s public sector, ensuring transparency and expertly negotiating complex vendor contracts. His deep knowledge of Nepal’s fiscal rules and regulations, alongside his expertise in legal frameworks, ensures compliance and efficiency in procurement and auctioning of unusable commodities processes. Mr. Poudel’s insights into the last-mile delivery of health commodities further enhance his impact, making him a trusted advisor and a valued leader in auctioning, logistics, and supply chain advancement.

Mr. Sushil Karki brings over 20 years of public health experience, specializing in health program monitoring and evaluation. With a Master’s in Rural Development, he has contributed to Nepal’s health sector through roles in program development and management. As former Program Director for Immunization Supply Chain Management of UNICEF funded program for DOHS, he was instrumental in developing training materials and SOPs for cold chain personnel. His work with JSI Research & Training Institute as a Team Leader and M&E Officer further highlighted his skills in data analysis and program coordination. An author of key publications on vaccine management, Mr. Karki is a recognized expert in health and data-driven impact.

Ms. Sita Mainali (Sapkota), an experienced finance and administration professional, holds an MBA from Tribhuvan University. As an Account Officer at Health Education Agriculture and Logistics Group, she manages financial operations, including monthly statements and office expenditures. Her career includes key roles at UNICEF/PCA and Lifeline Nepal, supporting vaccine management projects, and over a decade at AMDA-Nepal overseeing finances for Bhutanese refugee health projects.
